Is there a way to force an approval on a user. At the moment users can post a sales order without approving it first.

    Yes, if you have an approval workflow turned on for sales orders, and its setup correctly it should require approvals before allowing users to post a sales order. Do you have one turned on? If so, can you post a screenshot of it to verify its set up correctly?

    there are 2 possibilities that this could happen
     
    1 as previously point out, the workflow hasn't been setup properly or not even turned on. so the triggers are not working as expected
    2 if the requestor is also the approver, BC will automatically approve it.
     
    you could go to the below page to find if a request has been indeed sent and approved.
