How can we have our Sandbox data and settings be in sync with our Production environment? Is this something we can control or does Microsoft have to arrange it somehow?

I don't think you can completely synchronize it. You can make a copy of production:

Or you can set up some sort of continuous data migration, but it will probably be on you to maintain it (and, then, you can use ssis/scribe/etc)

You can have the two environments synchronized automatically without an external process.
The first options is to create a copy of your production and reset it into your staging/sandbox environment.
The second is using a third party tools (such as Kingswaysoft with SSIS), and develop your own package to synchronize the data between the environments. This will not be done in real time, but as scheduled jobs that execute at a predetermined scheduled that you have configured.

The first option sounds like what we would need as it doesn't have to be ongoing at this point.
We are on the cloud though. How could we do this? Do we need Microsoft to help?
