Cant send emails in Dynamics 365 Using Office 365

Hello,
I am not being able to send emails from Dynamics 365 using office 365 email. 
I approved the email using an office 365 administrator , but I am not reaching the intended results. 
I opened the user and approved the primary email. I also approved the email in the mailbox associated with the user.
The email server profile is Microsoft exchange online.
The mailbox is not running and is showing the following alerts:
Email cannot be sent because the email address of the mailbox nour LastName requires an approval by an Office 365 administrator. The mailbox didn't synchronize. The owner of the email server profile Microsoft Exchange Online has been notified.

    Is the user account doing the approving a global administrator in O365?

    My understanding was that with Dynamics 365 version 9, the system administrator role (assigned in O365) would allow a system administrator to now do the approval and testing without needed a full global admin role.  I cannot find the information any more and the roadmap is down, but I swear I heard this was coming.

    No unfortunately I have not been able to find the information I swear existed before, nor have I seen any new updates.

    Thanks for responding Ben, we raised a support ticket and was told the GA access is the only option. Which seems really bad when I'm trying to implement a secure RBAC security model to the organisation.
