What is optimal logo size/format?
I have tried different sizes and when it looks great everywhere, the logo on settings area are out proportion...

As per my understanding, Advanced settings is an old interface and might be deprecated with Power Platform Admin Center. There is no need to format or resize for Advanced Settings. Here are some more details: Customize the theme for your organization - Microsoft 365 admin | Microsoft Learn

Can you share a screen shot if possible. Because if we are using a normal image then it will not adjust as per the screen resolution, During that time we need a logo which will be in SVG format.
