Hello,
When i tired to use open in excel I got this error on excel file.
Are some settings missing and which settings need to be checked?Could you help me about this?

Do you have excel extended access? it require the excel on premise access.

Can you sign out from excel Add-In and close all the browser.
And Then click Reload, once it is reloaded then try to sign-in again with your login credentials.
Please make sure all other credentials details are properly defined like Server URL and follow the instruction mentioned on below MS docs in case if you are missing anything.

Was the environment running or recently started? Does this user have correct permissions to access the data entities? What roles are assigned? Is this a cloud hosted environment or on-premise environment?
Just randomly came to my mind, Can you also check if this user has following roles assigned.
1. Office integration power user
2. System external user
