Can not create new report

Hello experts,

We are experiencing a roadblock while creating reports (Power BI embedded) within Dynamics 365 Customer Insights. We are following this article:

The issue is that we don’t see the “Report tab” neither we see any option available for creating new report!

Any idea that what could be the cause of this issue?
