GreatPlains 2015 cant set printer and message "before you can print you need to select printer"

We have a user that cant seem to do printer setup to print anything.

Clicking print setup doesnt bring up a window at all..

If they click print they get the built in windows option to select a printer but it gives the message "before you can print you need to select printer".. selecting the default printer, the print button is grayed out.. selecting any printer its still greyed out.

This is on windows 10 1803 x64.. gp is run as admin.

Any ideas ?
