Issues facing in Dynamic 365

Hi ,

 

I am working on dynamics 365 CRM and Portal. 

 

The issue which I am facing right now is  could not create the Navigating icons which should be in left side and background color of icons.  

 

I also checked the system jobs and I found nothing on it.

 

Please suggest what the problem might be  Or is it possible or not ?
