Voice of the Customer - Combine Top 10 and Ratings

Is it possible to have a large list of items (approximately 150) and have the respondents select a maximum of 10 of these items and rate them from 1-10?

These items are sorted in Categories and Sub-Categories, if we could split those by Categories it would be even better, but I haven't found a way to track a total number of selections per "questions".

If so, how would you go about this?

Any suggestions/ideas?
