I am trying to switch global dimension 2 with shortcut dimension 3.Is it possible to do it?

This is a know bug and MS will deploy a hotfix
What you are trying to do is doable.
And the problem you are facing is not a license issue but a permission issue. So you need to contact your super user and have them give you sufficient permissions or you need them to perform this action for you.
