Can a team member licensed user create an account in D365 Online?

The users with team member licenses cannot create accounts.
Additionally, there are changes coming up in April 2020 (2020 wave 1 release) in the Team Member license restrictions. You can find more information in the following link and the licensing guide :docs.microsoft.com/.../license-enforcement-users-new-team-member-licenses
