Ideally, you should try and get your IT team to install the .NET 4.5.2. Below is the oldest version I can find in GitHub and this also targets .NET 4.5.2.
I would suggest you push your IT team to install .NET 4.5.2 on your machine.

Does this tool works on older version of the .Net Framework
whenever i am trying to run this .exe it's throwing the message saying . this requires .Net framework 4.5.1 .
but on my machine when i am trying to download the .Net framework there is an error raised as below.
"The form specified for the subject is not one supported or known by the specified trust provider"

You can use the SiteMap editor in XrmToolBox to configure the service management area in sitemap.
Did you check if the tile is not disabled/Removed in the SiteMap?

i have logged in with system administrator role.
but it's not there.
Is admin able to see it? Did you check the sitemap? May be it is a permission issue, if not then please verify the sitemap.
