"The Campaign Activity can be distribute only once" issue

We are trying to distribute a campaign activity but keep getting this message – We HAVE NOT already distributed this. In fact, We’ve recreated the activity in hopes that starting over would work but no.


This is the “Story” and End Goal: Campaigns/Department create marketing lists for individuals that they want to send eblast to or invite to seminars – once marketing completes the said task/effort/activity I want it to show up on the contact record that they were part of the distribution/invitation. Historically, I’ve done this through the marketing campaign feature – marketing campaign, new campaign activity, and then distribute campaign activity to marketing list….. not sure why there’s a hang up here – maybe I’m missing a step. 

Please advise.
