How to make State field mandatory if Country is set to United States

As the subject line suggests I'm interested to know if there's a way to make a State field mandatory if a user sets the Country field to United States? Thanks in advance.

Create a business rule to check if Country is equal to US then State field is mandatory

Seems simple enough. Are business rules reviewed dynamically, before the record is saved?

Business Rule will work dynamically on save, on load and on change

You can create a business rule related to this and when the field Country is changed.

Small change,Business Rule runs only on load of the form and on change of a field. They do not run when a record is saved. If you need to trigger the logic on save event, use JavaScript.
