Hi,
I am creating a personal dashboard, so i want to know personal dashboard visible for admin or not.

In Dynamics 365 (CRM) all 'personal' components (Personal Dashboard and Personal Views) are strictly personal and only the owner can see them. Not even the system administrator can access them.
Personal components can be shared by the owner of the item with any other user, as they see fit.
Sidenote: A knowledgeable system administrator who uses the SDK, WebApi or some third party tool, can retrieve the definitions of personal components, if really needed but, via the normal application UI, there is no way to view them.
No, these are personal and can only be seen by tge user who created them or the user whom it is shared with.
By default it is only visible to the user who creates it and users/teams with whom it was shared
