Workflow to Open Quote into Draft State

I'm trying to develop a process that when an order is canceled into a specific status reason it opens up the quote to be edited. If i create a workflow directly on the quote entity it opens it up with no issues. But when i try to change the status of the quote from an Order workflow they error out. Does someone know if i'm missing a step or if it's something that MS does not allow?

    What is the State/Status of quote you're testing your workflow on?

    The state of the quote is won. If i start a child WF on the quote to perform the same status change it succeeds.

    Here is the thing - AFAIK if quote in any other state then "Draft" it's not editable through UI, Plugins, Workflows. So I don't know how workflow executed not from Order but from Quote Line could change parent quote.
