Unable to navigate to menuitem sysclassrunner without admin role

Hi all, need a particular custom class access through URL mi=sysclassrunner&cls = myclassname.

But unable to access it without admin role. Sysclassrunner and class AOT action menu item is added to privilege assigned to user role
