Do you know where I can get HRMSS and Payroll Suite Service Pack 1 for GP 10.0? I have the correct cnk for the PIP but can’t find the cnk for CTLM 10.0.74, EHW 10.0.94 and HRMSS 10.0.25 and I can’t find anything on PartnerSource earlier that Service Pack 2.

For a Service Pack that far back you may have to put in a support call, unless your partner or someone else just happens to have it on hand. Considering how far back that is it is doubtful that it is on CustomerSource or as you have discovered PartnerSource.
While I cannot speak for others I myself would upgrade Dynamics GP to a newer version.
