LCS and deleting cloud hosted environments

Environment shows "Pending delete" in LCS for quite a while now. The VM in Azure portal shows "Stopped (deallocated)". When will it actually be deleted? I needed to deploy another cloud hosted environment but was not able to because LCS stated "You've reached the ARM Core limit in your subscription." and says I can delete existing topologies or increase the Azure ARM Core limit for my subscription.
