Setting Planning Parameters for MRP

I am new to MS Nav and I wanted to understand why MRP is reacting this way.

This item is a purchase item that we want to hold inventory at all time, so I want to set reordering policy as Fixed Reorder Qty.

Right now, we have 500 units On Hand with 100 units on Sales Order.

Safety Stock is 1,000 units and I realized I need to input Reorder Quantity (above zero) so it is at 1,000 units.

When I run MRP, it is suggesting me to order two lines.

A - 1,000 units that I set as reorder Quantity

B - 600 units from 500 units of OH minus 100 units on Sales Order = 400 units. Asking me to place order for 600 units to meet safety stock of 1,000 units.

The question is, I do not want to see A, because I want this product to be at safety stock not over safety stock.
Is there an option in Fixed Reorder Qty that suggests only B not A and B? Or should I go with other reordering Policy?
