I have two security Roles A and B, I want to copy all roles from A to B, I don't want to create new one.
also I want to keep the original permission of A. How can I do this ? I am getting error Role already exist.

do you have an updated link for merging the roles?
Although you have the merge tool, it would be best to do this manually and make sure that the updated role is exactly what you need it to be. The Merge tool will create a new role for you.

As per my experience I would suggest go for manual process .This may be risky to merge security role until unless you are sure about the tool and CRM version.It might not be work. Microsoft suggest to copy security role but they did not provide merge may be for some reason I am not sure exactly why?
So please go for manual process.
the only way you can do it by merging A and B and creating C, other option is to do Manually.

1) Go to Security role B and Click Save As and Name it as C (Taking back up of Security role B)
2) Now for merging Security role using code.msdn.microsoft.com/.../SourceCode,
