Why is Sales Clerk showing as an Enterprise User, When All Documentations Show it As Functional?

In all docs that I've found, they all show Sales Clerk as a Functional user, however when I'm doing my license report, it's showing that role as an Enterprise level. I have no customizations on this role, so I do not see why it would show as Enterprise.

There can be display menu items from Indian region that are resulting in this. Few such display menu items i can list here. You can use SDT to get such information quickly.
