From what I could find the utilization reflects which percentage in terms of volume is used for a certain location. To get a value I suppose you would need to define the height, width, depth for your locations (via location profiles) and I assume you would also need to define this for your released product.
Does it work for you after completing this setup?
As for the load replenishment criteria, I'm not sure what this is either.
