I would like to create a custom view on the Case Resolution. I want the user to filter the Case resolution based on the Resolution provided. It seems like this is not possible. Please help.

Yes, It isn't possible to create custom view on the Case Resolution.
As workarounds,
1.You can filter the Resolution in the public view.
2. You can create custom view on case table and filter Resolution(Subject) field, but it can't show case resolution fields on case view.
3. You can create a report with the report wizard and set it like this;
Then you can run the report and it can show both case and case resolution fields.
