I am deploying AX 2012 R3 in Kuwait-UAE, but not able to find clear information on country localization for Kuwait or UAE.
So is there a localization for Kuwait or UAE? If not what localization should I apply? Do I need to contact Microsoft for this?

If you find KWT (kuwait) in the drop down list of Country/Region, select that.

There is no localization for UAE nor is there one for Kuwait. You should use a partner to help you out here, as you will have an issue with three decimals in Kuwait (not needed in UAE).

We are in UAE & using US localization.
If you want to make the application to fit your localization, you will have to do customization.
I don't think there are any localization for those countries.
I believe only localization in east asia, is for Saudi Arabia, which are related to ZAKAT.
These countries like UAE DUBAI etc. are tax free countries.
