How do I check the credentials of the user ID to use Object Designer and Developer environment?

Hi Community,

Recently, my partner has some issue login to our Object designer and Development environment, which has never happen before. 

Although the error below looks like it was mis configured or that the firewall was having restrictions, but we didn't touch any of those changes.

Also, may I know what is a UAC?

    Please try to run this Development environment Administrator login.

    UAC is User Access Control.

    I also think it's a user permission issue.
    For example, the user is not added to the SQL database user group.
