I've built my configuration in the test environment and need to push it out to sandbox for testing. I would like to backup my configuration as well. Is this done through LCS or Azure? Any documentation would help.

Hi BMRUSER,
If you test is Tier-1 environments (with local SQL server) you can use standard SQL backup of AxDB database, that should be enough, later you can simple restore backup to restore configuration.
To move database from tier-1 to tier-2 please follow this article docs.microsoft.com/.../copy-database-from-sql-server-to-azure-sql
