Only external email addresses received the survey

Hi, I am testing on 3 surveys in one project. I sent them through the built-in email composer and just sent to 5 internal email addresses.
 
2 surveys were sent out and received by me and my colleagues.
However, for 1 survey, the invite status all 'sent', but none of the recipients received it. Then I sent it to 3 external accounts, and they all received it.
 
It seems the survey is only sending to external contacts, but not the internal ones.
 
The distribution settings are all the same for the 3 surveys.
 
I wonder if anyone met this problem before and how you solved it.
