PA-Budget control at cost category

We are working in GP10 Project Accounting. In Project Accounting set up " Inventory Transfer setup options" we have checked " Exceed total Budget Qty" and unchecked " Exceed total budget cost" since we need the control the budget at total cost only ( not at qty level).

When we enter a transaction in Project >Transaction>Inventory Transfer, it shows " You are not allowed to exceed the Budget costs".

We are a construction company in which it is difficult to plan the budget at individual item level (each project runs 2-3 years). Hence, we want to control the Budget at Cost Category level and not at the individual item wise.

Kindly advise how to control the budget at Cost category level.
