Does anyone know if there is a way to get RMS to prompt for the tax exempt number when you take the tax off an item?

I realize that this is an old post, however this can be accomplished by logging into Store Operations Manager and clicking on File then Configuration. Go to the Options tab and then expand the "Reason Code options."
You will find both Prompt for reason code on tax changes, and require reason code for tax changes.
