Downloading XrmToolBox is not enough to get all the plugins , you should install all the plugins by going to plugin store . It will display a popup with all plugins , select all plugins or plugins which you need and then on top you will find the install button. Close and re-open the XRMToolBox.

I addition with Adrian, it can be happen because of corrupted source setup file. It was happen with me as well. Please try to download latest version.

Click on Tools >> Plugins Store and then select the plugins you would like to install.
If you still face issue, you can post your issues directly on the official XrmToolbox GitHub repro: github.com/.../issues
