Power Apps Licence

We are looking at develeping a Power App to use D365 F&O data to replace the to be deprecated mobile workspaces for PO and Invoice Approvals.
 
Would licences be required to:
a) create and publish the App and
b) For end Users to use the App

    Yes, you will need a Power Apps license for the functionality you describe.
