Booking breaks, meeting and training etc

Hi,

We have a business requirement(help desk team) where we need to be able to manually block out an Operators/resource time (on a single occurrence or recurring basis) e.g. for breaks, meetings, training, appointments etc day to day. 

How best we can deal with it?  do the resources need to create their "Requirements(such as break, meeting, training etc)" on daily basis and book? and what will the requirement be created against? How about recurring requirement (Agreement? not sure if we can create it without company?)

Any thoughts will be appreciated.
