Contact Point Center for new contact

Hi,
 
I am using real time marketing. I have a segment that contains simply Purpose "Commecial" (non restrictive enforcement model) = Will Send.
 
However, when I create manually a new contact (NOT from a marketing form), this contact is not shown as part of the segment. As a matter of fact, in the Contact Point Center table the record does not exist. But in the contact Communication tab there is actually information saying that the contactability = Will send. I guess the segment depends on Contact Point Center table...
 
Can anyone help me understand how to have the segment members populated automatically when I create a new contact?

    I found the solution. This is the segment to be used in order to get both contacts who have "opted in" and who have "not set"
