I would like to have the upgrade steps to upgrade or convert from Nav 4.0 to Nav 2016.

You cannot upgarde NAV 4.0 to 2016 directly,
first you need to updgrade NAV 4.0 to 2009 R2 then 2009 R2 to 2015
then 2015 to 2016

Indeed, do A LOT of test.
There's two step to achieve this.
1. NAV 4.0 -> NAV 2009 R2 -> NAV 2013 -> NAV 2016
2. NAV 4.0 -> NAV 2009 R2 -> NAV 2015 -> NAV 2016
You many whatever you like. :)
First upgrade to NAV 2009 R2 then follow the steps as defined in this link:
