Querying steps inside workflows

I have hundreds of workflows and I want to be able to search through all of them at once to find which workflows have a step that assigns a record. Is this possible? Is it possible to export the XML of all workflows and do a query that way? More specifically, identify the workflows that assigns the record to a specific user, so if exporting the XML is possible, I can search on that user's GUID.

I normally use XrmToolbox Fetch XML Builder to query and find the workflow

Please see the following

You can search in the xaml column, lets say you are looking for the word Assign you can do as shown above.

The metadata browser plugin helps me to find the entity and attribute i want to query.
