Hi,
New button will be shown to the users who have create permission on the entity. If you remove create privilege, then this button will disappear.
Also, view selection on lookup dialog can be restricted. Open form designer, select lookup field, click on properties, there is an option to restrict view selection.

This is by default Dialog box so you can't disable this New Button.
For Achieve this either you need to create your custom dialog box looks same as default Dialog Box
or
You need to stop giving permissions of Create/Write Permissions of That Particular Entity.
