Purchasing workflow is switched off (uncheck activate change management in Procurement and Sourcing parameters) but workflow options are still mandatory for purchase orders?

Is the override checked or set by vendor? If orders are created and workflow is on you need to process the order, creating a new order is the start it is off.
No the override by vendor is off.
