client is attempting to reconcile the unbilled detail report to the items that should be billed and noticed that there are unbilled records assigned to drafts in the coompleted status that do not appear on the report. Any suggestions?

The Unbilled Detail report does not report on items that are selected into drafts. This is from the Help file:
Unbilled Detail Report (BI.410.00)
Use the Unbilled Detail Report (BI.410.00) to view the entries that have not been selected onto drafts for invoicing through the specified cutoff date. The entries that fall within the current billing cycle are indicated by an asterisk (*) in the In Cycle column.
