Planning Worksheet not considering POs available in other location

Hi,
 
We have created an SO in FG location and then ran MRP/MPS in Planning Worksheet by keeping the location blank. However, MPS/MRP is not considering the POs already available in INWARD location. As a result it is suggesting POs in FG location.
 
Is this the product is designed or any other way to handle this scenario?

    Planning is Location dependent, and they can all work together.  For example, if you purchase to your "INWARD" Location and sell out of your "FG" Location, there needs to be a SKU at each Location.  The INWARD SKU defines the purchasing process, quantity, vendor, timing, etc.  The FG SKU defines how product gets from INWARD to FG, which is usually a Transfer Order.
     
    If you Manufacture your Finished Goods, it is possible the output is to FG, while the components are set to INWARD, so your raw material purchasing is to the INWARD location.
     
    I would encourage you to work with your partner on both Locations/Warehousing and the Planning Process.  Locations are not used to define a process, but rather a physical building or storage area.  Within a Location you could have an "INWARD" or Receiving Bin, which is where product arrives before being moved to Inventory.

    if you need planning worksheet to consider other locations, you need to setup parameters for items in different locations accordingly. for example.
    item xyz is in location A and B. 
    replenishment of item xyz for location A is purchase
    replenishment of item xyz for location B is transfer and the transfer from location is A
     
    so when you create a sales order for location B, which doesn't have enough qty, BC will suggest create a transfer order from location A to B.
    if you create a sales order from location A, which doesn't have enough qty, BC will suggest a purchase order even though location B has inventory.
     
    this is how BC works.

    Yes, location is considered while planning and it is simply said that planning is done per item, per location, per variant. If you want to understand all scenarios involved and handle scenarios like above, I suggest you to read these three below:
