If I check a batch job log and it tells me "No log for batch task", am I correct to assume that this means the batch job ran, but did not update any data?

    I'm assuming that "to check" means clicking the Log button. It means that no infolog messages have been recorded. It doesn't say anything about what the batch job actually did, e.g. whether it updated some data or not.
