License and Marketing List question

We are getting ready to set our marketing professionals up with access to the system. I am trying to determine if they will need full or basic rights. Looking at the chart below, it shows they will need full rights in order to create marketing lists. I don’t exactly know what that means and if we will want them creating their own. Are these templates that we create and then they can just filter the information? Any guidance or explanation around marketing lists would be appreciated!

provide the source for the data in that screenshot and,

Confirm if you are referring to the Marketing App (the marketing automation solution with the journey designer and so on) or just to the legacy marketing capabilities in the Sales App?
