MO in Released Status But All Quantities Complete

I have run into a few MOs where the total quantities have been received, parts issued, etc.; but for some reason the MO is still in released status. The trend seems to be that once an MO is in complete status and is re-released I cannot re-complete. I've had it happen without this scenario in-play as well though.  Can anyone help?

    We are able to take an MO from Complete status to released status by doing one of the following.

    1. Changing the status using the drop-down in the MO entry window.

    2. Reversion the MO receipt using the Manufacturing Order Receipt Entry window.

    If the second method is used I don't run into any trouble getting the MO back to Complete.  But, if the first option is used I can't complete the MO unless I increase the quantity on the MO by 1, do a MO receipt entry, then adjust the inventory this creates back out of inventory.

    Re-Released?? Not a GP Manufacturing process.

    Complete is an informational status that tells most people that the MO can be closed.  It suggests that parts may not yet be issued or POs for outside processes (and their costs) not yet received.  If everything is OK with the MO, you do not need to Complete it.  A Released or Partially Received MO can be closed.

    Side Note: In the past I've simply increased the MO by one piece, received the additional part into inventory and issued it out.  However, some of my items are too expensive for such a simple fix and there's not much traceability with this transaction.  It also seems to mess with our variance reports.
