Hi,
We would like to test the SMS sending functionality using the real-time marketing.
According to this link, the loading consent button relates to emails only :
Is there any way that we can load consent for SMS for all contacts at once?
Does anyone have experience with this?

The OOB way is to import the excel, and you need download the contacts data first then create a new excel to mapping field of consent table.
You can also try use Power Automate to query all contacts, then create consent records based on whether they allow Phone or not.
