If you have an MSDN license, you can get a non-Production instance of CRM, but CRM does not come with either of those.
For installation of On-Prem CRM you need SQL Server (non-Express).

Does we need exchange server for CRM 2016 as Pre-requisite ?
And what MSDN license you are talking about, can you please clear to me , i am very new to this.
You don't need an Exchange Server to use CRM. To be able to send/receive email in CRM you will need an email system, but it doesn't have to be Exchange Server.
The MSDN license is just one type of license, which is intended for non-production use of Microsoft software
