What is the method to restrict the transaction of an account for a period , not to exceed the BUDGETED amount. If the amount exceeds my allocated BUDGET to account then it should give me warning message or something like that..

    Multiple ways to perform this, one of the budget validation applications is to validate the purchase order against budget using Purchase Order Commitments module, or Encumbrance Management.

    However, to validate other transaction types, I am afraid that you have this option only if you have Grants Management installed which can validate budget against all transaction types and could be either warn or prevent posting for transactions.
