The event log is letting you know that there is either insufficient quantity in the 'ROOFING' site for this part number, or that the cost will cause the values in ItemCost to go negative. In most cases, it is the quantity, so I'd check to see how many of '3P03014100324400048720' you have for site 'ROOFING' in the bin locations specified in the batch.
