Can't download GP2013 R2. Get out to the location when it exists, Microsoft File Transfer opens but then get a proxy is preventing the download. Have issues with my account since it was under a partner for years and now with a Customer. Is it only available for Partners right now?

Well I have really broken this computer now as far as PartnerSource goes. I just tried to submit a sales operations support request and I get greeted with a message that I have to install Silverlight. When I click the install button it tells me I cannot install Silverlight because a newer version already is installed. You have to love this when this happens. Now I have another reason to keep using XP!
OK, I tried following the instructions in the KB and CTRL-F8 does nothing.
I have had this problem for over A year now. Whatever stops that little yellow warning bar about the Active X control from appearing seems to be the case. These machines worked fine and then one by one they stopped working. It used to be I could put IE into 32 bit mode and it would work. That does not appear to be an option any more.
Strange guys I have a Windows 8.1 and it works every time. I would guess this has something to do with browser settings. Have you guys tried to add it as a trusted site? Has anyone logged a problem with the VOICE team on this instead of just posting on here?

I have 3 W7 computer all using IE 11. None of them will fire up the file transfer manager. If I use Mozilla it will work but I prefer to use the old WXP computer.
I always use IE for downloads. The File Transfer Mgr doesn't work with all browsers. Had no problem downloading 2013 R2 on IE 10.

I just tried the download from Partnersource using Chrome, but the File Transfer Manager didn't launch.
When I use IE, it works.
I was at the GP 2013 downloads page:

I'm on Win 8.1 with IE 11.0.9600 and have File Transfer Manager 5.0 Build 0032.
I have given up trying to download anything off PartnerSource for certain computers. I believe it has something to do with the download manager. I keep an old XP computer running just for this purpose. If anyone at Microsoft sees this please provide tips on how to correct it. I have tried re-installing the download manager but that did not help either. In my case, after clicking download, nothing happens. I do not even get the prompt about loading Active X control so I cannot tell it to continue.
