We are getting an error saying that we cannot make an entry to an allocation account (variable) in a closed year. The period is open but they closed the year. Is there anything special that needs to be done for the allocation accounts? It's to reclass expenses

As you mentioned, you verified that the period is open that you wish to post the entry to in the prior year, so that is step one.
Step two is to verify that the Financial Series Setup is set to allow posting to history
Go to Microsoft Dynamics GP > Tools > Setup > Financial > General Ledger
in the middle of the setup window under Allow:
Make sure that the Posting to History box is marked.
You should be able to post to history now
