I'm looking for some form of proof, such as a tech article or high level blog, that can be presented to a customer that states that GP 2015 will work error free with the latest versions of SQL and Windows OS. There are no articles, or documents detailing prerequisites that list SQL 2016 and Windows 2016 as viable platforms. I'm sure they are. I just need to 'prove it' to the customer.

As Richard said, you wont find that type of article.. or at least not an official statement, as it is not supported.
Which doesn't mean it wouldn't work.. but Microsoft wouldn't support it.
You can try to setup a test environment with SQL Server 2016 & Windows 2016 to see if GP2015 would work.. remember to put the compatibility mode on SQL to the version 2012.. because if it's higher, GP may simply not work.
GP 2015 is not supported on SQL 2016 or SQL 2017. Here is the official system requirements page for GP 2015. There is nothing more formal than this.

You never want to be outside of what is stated as a requirement. This puts you in an unsupported environment and you will be on your own.
